Scarborough police have removed many impaired drivers from the road over the past year

Police constables Jesi Monahan, Gil Medeiros and Ali Perez from Scarborough’s 42 Division all received awards from Mothers Against Drunk Driving (MADD) Canada in a ceremony in September.

The individual officers, alongside 55 Division, were recognized for their contribution to reducing impaired driving in the city and removing impaired drivers from the road.

Just three days before the awards ceremony, a 36 year-old man was arrested for impaired driving following a collision at the intersection of Steeles Ave E and Warden Ave, that left one vehicle on its side.

While police at the time said that none of the injuries sustained by the victims in that crash appeared to be serious, Traffic Services Superintendent Catherine Jackson pointed out during the award ceremony that too often the consequences of impaired driving are “devastating and life-altering.”

Monahan, who received the MADD Toronto Impaired Driving Enforcement Excellence Award, personally arrested 61 people for offences related to impaired driving last year. He joined the Toronto Police Service in August of 2022 and qualified as a breath technician in September 2025, becoming a drug recognition expert the following month.

His expertise includes conducting roadside investigations, gathering evidence and completing detailed documentation that stands up in court. MADD Toronto President Bob Carreau credited Monahan’s “enthusiasm, determination and commitment to excellence” and called his accomplishments, “particularly noteworthy.”

Gil Medeiros received the MADD Toronto Excellence in Drug Recognition Enforcement Award. He joined the Toronto Police in 2023 after serving for 6 years as a member of the Canadian Armed Forces Military Police.

He is a qualified breath technician and drug recognition expert. Last year Medeiros completed the highest number of drug recognition expert evaluations involving people arrested for drug-impaired driving within the Toronto Police Service. He was also recognized for his mentorship of newer officers.

Alli Perez received the MADD Toronto Excellence in Breath Analysis Award. In 2025 he conducted breath tests on 122 people arrested for impaired driving. He joined the Service in 2010, becoming a breath technician in 2014 and a drug recognition expert in 2023.

55 Division as a whole was also recognized for leading all Toronto Police divisions last year in number of impaired driving arrests. Their officers arrested 102 people for impaired driving.
